Construction and Demolition Debris Recycling Program

​California Green Building Standards Code (CALGreen) requires a minimum of 65% of nonhazardous construction and demolition debris be recycled or salvaged for reuse.

Residential or non-residential projects that require a permit through Sacramento County Community Development, Building Permits & Inspection Division (BPI) and is one of the following must comply:

  • New construction
  • Demolition only
  • Alteration/renovation with a job value of at least $200,000 or more (as determined by BPI)

Effective 9/14/26 – Green Halo is Required

For CALGreen covered projects created after 9/14/26, Sacramento County’s Construction & Demolition (C&D) Debris Program is transitioning to Green Halo, an online waste recovery and recycling tracking system.

Sacramento County streamlined compliance by replacing the requirement to email forms and weight receipts with Green Halo.

  1. Getting Started with Green Halo
    • The building permit application primary contact will receive an email from “Green Halo.”
    • Create a free account or assign the project to the person completing the Waste Management Plan.
    • Only submit projects using the project link from the Green Halo email.
  2. Complete your Waste Management Plan
    • Log into your Green Halo account and select "Start Here" to fill out the form. 
  3. Upload Weight Tickets/Receipts
  4. Submit for Final Review
    • When hauling activity is complete and all receipts are uploaded, select “Submit for Final.”
    • Program Staff will verify final project diversion percentage:

For Building Permits Created Before 9/14/26 – Email Documentation

For CALGreen covered projects created before 9/14/26, comply by emailing the required documentation to wastelog@saccounty.gov:   

  1. Before Permit Issuance – Submit the Waste Management Plan (WMP) Form:
    1. Email wastelog@saccounty.gov to request a blank WMP form. Include the permit number and project address in the subject line.
    2. Submit completed form. Staff will review within 2-3 business days. Once approved, the Waste Management Plan Required condition will be released.
  2. After Hauling is Complete – Submit all Project Debris Weight Receipts: 
    1. Keep all project weight receipts for debris hauling during construction.
    2. Email all weight receipts to wastelog@saccounty.gov with the permit number and project address in the subject line. 
    3. Staff will determine if the project has met the 65% recycling diversion requirement:
      1. Above 65% - The Submit Weight Receipts Prior to Final condition will be released.
      2. Below 65% - Final inspection may be delayed and/or a shortfall penalty of $200 per shortfall ton may apply.

Managing Debris and Weight Receipts

The final hold on your permit depends on the review and approval of all weight receipts/tickets. Receipts must clearly show material type, amount (tonnage) diverted/disposed, facility address, and date. See the Weight Receipt Guide for examples .

Submit receipts for all debris hauling, including self-hauling, or by subcontractors, franchised haulers or jobsite clean-up crews. Missing weight receipts may delay your final inspection and/or a shortfall penalty of $200 per shortfall ton.

Mixed C&D Debris

Project debris is mixed in the same load and hauled to a County Certified C&D Sorting Facility to have the recyclable material extracted and recycled.

To receive diversion credit:

  • Receipts must be stamped “County Certified C&D Sorting Facility,” to certify the mixed C&D debris was sorted. Recycling diversion credit is based on the recovery percentage of the facility.
  • Mixed C&D debris must be either self-hauled or hauled by a County Franchised Hauler​

Receipts from non-certified facilities for mixed debris loads do not qualify for recycling diversion credit and may result in a recycling shortfall.​

Source-Separated Debris

Project debris is manually separated by material (wood, metal, cardboard, sheetrock, concrete, etc.) on the jobsite and taken to a permitted facility.

To receive diversion credit:

  • Take source-separated material(s) to a recycling facility that accepts them for recycling.
  • Tell the scale house attendant you need "recycling diversion credit" and make sure the weight receipts lists the specific recycled material.
  • Material(s) may be self-hauled, hauled by a third-party recycler or hauled by a County Franchised Hauler.

Call ahead to confirm the facility accepts the material(s) and provides receipts as proof of recycling. For example, recycling diversion credit will not be provided if the receipt only shows: Normal Refuse, For Disposal, Pickup, or Pickup Over.

Administrative Fee

The Waste Management Plan Processing Fee is 0.04% of the County assessed job value (minimum $40 fee, maximum is $800).

Example: A $250,000 project has a $100 fee.

Shortfall Penalty

Projects below 65% diversion or missing weight receipts, may be subject to a recycling tonnage shortfall penalty of $200 per shortfall ton.

Example: A project that did not recycle any debris and hauled a total of 2 tons would have a recycling shortfall of 1.3 tons. The permit applicant would need to pay a $260 penalty to clear the final hold and schedule the final inspection.
