Proposed Residential Solid Waste Rate Increase

On September 22, 2026, the Board of Supervisors approved DWMR’s request to proceed with the Proposition 218 notification and protest process. The supporting materials are available in the Board of Supervisors Public Meeting Agenda for September 22, 2026, Agenda Item 60.

Proposition 218 Notice

A Proposition 218 notice is being mailed on October 9, 2026 to all affected property owners and customers of record explaining the proposed rate changes, the amount for each parcel, basis of calculation, reason for increase, and how to submit a written protest.

If adopted, the proposed adjustments to residential solid waste collection rates would begin January 1, 2027, to maintain reliable service, meet state requirements, and cover rising operational costs. The proposal also expands bulky waste pickup from one to two appointments within a rolling 12-month period.

What’s Included in the Proposed Standard Service

• Weekly curbside collection of residential garbage, organics, motor oil/filters, and cooking oil
• Bi-weekly curbside collection of recycling
• Two bulky waste pickup appointments within a rolling 12-month period
• Household hazardous waste drop-off service

Proposed Monthly Residential Rates for Standard Level of Service

This includes a Garbage cart with one Recycling cart and one Organics cart. If approved, the proposed rate will increase gradually beginning January 1, 2027. For the standard 60-gallon cart, for example, residential rates would increase about 4.5 percent annually over five years, and costs are projected to remain below the regional average.

30-Gallon Cart Rate (2027–2031):

Current rate: $36.63

• Jan. 1, 2027: $39.01 (monthly increase $2.38)
• Jan. 1, 2028: $41.55 (monthly increase $2.54)
• Jan. 1, 2029: $44.25 (monthly increase $2.70)

How Rates Were Calculated
An independent third‑party expert, R3 Consulting Group, completed a comprehensive rate study of the County’s residential solid waste collection services. Using fiscal year 2026–27 data, the study evaluated service costs and developed a cost‑of‑service model to allocate costs fairly and set rates that fund safe, reliable curbside collection.

Why Rates Need to Change
The cost of collecting and processing waste is rising faster than current rates can cover. Key factors include increasing costs for fuel, trucks, equipment, and labor, with inflation averaging 4.8% over the last five years.

State mandates such as SB 1383 organics diversion, California Air Resources Board (CARB) Advanced Clean Fleets rule for zero emission equipment, and the updated CARB Landfill Methane Regulation are significantly increasing operating and capital costs. Depending on the mandate, this requires more staffing, advanced monitoring and reporting, added contract services, and/or new equipment.

How to Submit a Prop 218 Protest
If a majority of property owners or customers of record submit valid written protests, the proposed rate increase will not be adopted. Written protests must be received by the close of the December 8 public hearing to be accepted.

A valid written protest must be in writing and include:

• The printed name and original signature of the property owner or customer of record (the person responsible for paying the collection bill).
• The property street address or Assessor’s Parcel Number (APN).
• A statement of opposition to the proposed solid waste collection rate increase.

Only one written protest per affected parcel may be counted toward the majority protest. Protests that do not include all required elements or are submitted by email, fax, photocopy, or without an original signature will not be accepted.

Participating in the Public Hearing
The Sacramento County Board of Supervisors will hold a public hearing that includes public comment on the proposed rate increase. Participating in public comment does not qualify as submitting a written protest. A written protest may be delivered in person during the public hearing. You may share your comments by emailing BoardClerk@SacCounty.gov. At the public hearing, you may speak in person, provide comment through Zoom (registration required), or deliver a written protest on December 8, 2026, at 2:00 p.m., to:

Solid Waste Lifeline Rate Assistance Program
Eligible customers may qualify for monthly rebates through the Rate Assistance Program. If the rate increase is approved by the Board, starting in 2027, the $10 rebate will rise by $1 yearly for five years to $15. For eligibility, call Consolidated Utilities Billing and Service at 916‑875‑5555.
