Free Waste Diversion Toolkits for Small/Microbusinesses and Non-Profits in Unincorporated Sacramento County

To support compliance with state and local laws (SB 1383) requiring businesses to provide recycling and organic waste containers for employees, contractors, and customers, the Sacramento County Department of Waste Management and Recycling (DWMR) is offering free Waste Diversion Toolkits.

These toolkits are designed to help small/microbusinesses and non-profits in unincorporated Sacramento County improve waste management practices, enhance sustainability, and meet regulatory requirements.


What’s Included in the Waste Diversion Toolkit?

  • Free Interior Containers: For recycling and/or organics containers. Not to exceed 5 3-gallon and 2 23-gallon recycling containers and/or 2 23-gallon organics containers.
  • Business Guide: Best practices for waste management and diversion.
  • Employee Training Materials: Resources for employee education and implementation.
  • Labels and Signage: Either standardized or custom signage identifying proper disposal of common materials.
  • Additional Support: Access to training, complimentary site evaluations, and technical assistance from the experts at Department of Waste Management and Recycling.

Note: Supplies are limited. Applications will be approved based on eligibility and availability of materials.


How to Apply

  1. Check Your Eligibility:

    • Self-attestation that your business meets the California definition of small/microbusiness​ or are a non-profit organization.
    • Have a physical commercial location in the unincorporated area of Sacramento County. Use Parcel Viewer to determine if the address of your physical location is in unincorporated Sacramento County.
    • Business shall be in compliance with local and state waste recycling requirements. The following compliance items will be verified at the time of application:
      • External waste containers (or approved waiver/alternative service) for garbage, recycling, and organics.
  2. Submit Your Application Online​ (Application opens Monday, March 3, 2025!):

    • Waste Diversion Toolkit Application
    • Applications must be complete to be considered
    • Applications are processed on a first-come, first-served basis. Eligible candidates will be selected until supplies are depleted.
  3. After Submission:

    • Receive an email confirmation upon submission from the email address on the Waste Diversion Toolkit. This email will be used to provide status updates on the application.
    • Anticipate up to two weeks for processing. Contact CommercialWaste@saccounty.gov if you do not receive a response.

Receiving Your Toolkit

  • Pickup: DWMR staff will contact approved applicants to schedule an appointment for pickup approved waste containers, bin signage, and business guides.
  • On-Site Support: Awardees can schedule a setup meeting at their place of business to:
    • Receive customized guidance on implementing best waste management practices.
    • Access employee training resources and technical assistance for waste diversion.
